This plan is a stepping stone towards Universal Health Care. You will have to read the plan, which is estimated to cost 80 Billion dollars annually, 9 billion less than the internet guy from Vermont and also less than Rep. Gephardt. It involves making the Federal Employee health care plan available to everyone and creating a pool for catastrophic coverage.
