“As a former small business owner and current Chairman of the Senate Small Business and Entrepreneurship Committee, I know what it takes to get a small business up and running and I know what the government can and must do to put itself on the side of the creative, hard working small business owners who are the engine of our economy. I have fought to help small businesses across the country receive more access to capital, increased access to business counseling and training, better access to government contracts, tax relief from capital gains and estate taxes, and relief from federal regulations.”

“Almost Sixty percent of Americans are employed by small businesses, and the growth of small business in the ‘90s helped keep the combined rate of unemployment and inflation at its lowest level in more than 25 years. However, as the nation’s economic outlook has weakened since the beginning of 2001 and worsened since the tragic events of September 11th, it is critical that we work harder than ever to help Americans in small businesses get back on track.”

Senator Kerry has moved quickly since the tragic events in September to write and promote sweeping legislation to help America’s small businesses. The legislation would deliver critical small business loans, management counseling, and other needed assistance. Our economy needs quick relief, and this is one way to help America’s companies and workers.
Senator Kerry has been a leader in assisting small businesses in getting access to capital.
Senator Kerry has also worked to reduce capital gains taxes for small businesses -- resulting in increased dollars invested in small businesses in America.
Senator Kerry has also been on the frontlines of tax reforms from promoting a fair reshaping of estate taxes so no family owned small business is sold just to pay Uncle Sam, to increasing deductions for self-employed individuals.
To help small businesses take advantage of important tax deductions and credits like the R&D tax credit, Senator Kerry supported the repeal of the Alternative Minimum Tax (AMT) for nearly 95 percent of all corporations.
In 1992, Senator Kerry introduced legislation that tripled the amount of federal research and development contracts available for small business -– at no additional cost to the federal government.
Senator Kerry believes that the federal government should be an ally of small businesses, not a burden. For this reason he cosponsored a bill that was enacted into law that eased regulatory burdens for small businesses. It also gave recourse to small business owners when federal bureaucrats become overzealous in their exercise of power and required federal agencies to publish in plain English a guide to assist small business in complying with regulations. It also helped small businesses get a fair shake from the government if they have been treated unfairly.
Senator Kerry is the principle supporter of two Small Business Administration programs that unify the nation's research and development missions with sophisticated and cutting-edge high-tech small businesses.
Also a member of the Finance Committee, which writes the nation's tax laws, Senator Kerry will continue to work for policies which aid America’s small businesses and the economy as a whole.
The Association for Enterprise awarded Senator Kerry their “Leadership Award” for his work on the Small Business and Entrepreneurship Committee.
